ISE – Initiative for Science in Europe
An independent and informal platform for organizations committed to the scientific and technological development of Europe. ISE provides a common forum to advocate independent scientific advice in European policy making and to stimulate the involvement of European Scientist in the design and implementation of European science and technology policy.
ENSA is considering the participation in this initiative.
EUROPEAN MATERIAL FORUM - EFM
A coalition of independent organisations representative of communities in Europe dealing with Materials Science Technology and Innovation.
ENSA will joint this initiative as observer. |

Montpellier should be the permanent place for the ECNS congresses
It was nice that young people were invited as speakers.

7. ESS-I, status and news

8 partners funding the ESS-I
Constitutive organizations:
• Neutron laboratories (ISIS and PSI decided not to participate) LLB, Jülich and ILL

• Sites (Yorkshire, Scandinavia, East Germany)
Functions:
• Lobby
• Science case
• Best solution for Europe.
Hosted by ILL – office, secretary support, one or two scientific directors.
Next meeting 15th March.
Sites Status:
UK - Summer: UK decision. Facility in the UK or participating in a European facility.
Scandinavia – Mr. Larson is being very active talking to people. Support in Sweden among science organizations.Report in July to asses the possibility to establish the ESS in Sweden. “ESS innovation Forum” interest to use or to construct the facility. Industria point fo view. Inviting ENSA to participate in this Forum. Hungary – ministry of industry is taking over the investigation. Facilities= focal points for socio-economic development.
European level:
FP7: 7 years.
Money for European Research Council.
EC:Increase financing for new large facilities.
ESFRI developing Roadmaps in three areas of science.
Schedule: similar to the sites. There will not be a decision before 2008.

Middle of this year:
1. Science case should be clear. Find out the way to produce the case science for specific areas of Science. Energy and neutrons for the future Workshop- Washington 2004, Neutrons at the Frontier of Earth Sciences and Environment - NESE, the next on Biology?.
2. The optimal design of ESS.
3. How to maintain the leadership of Europe for neutrons.

Austria (Helmut Rauch)
4th European NESY Winterschool on Neutron and Synchrotron Radiation - Sportheim Planneralm, Styria, Austria Winter school 7th March.
Belgium (Jean Pierre Gaspar)
Neutron research in Belgium is currently improving for three reasons:
1. the emergence of new research groups in the fields of inelastic neutron scattering, SANS and USANS (polymer science and biohysics).
2. the EU Access program to the neighbouring Jülich reactor.
3. the ILL New Partners' action
The latter has been positively received by the Belgian scientific community and by the Federal Science Agency (SSTC) as well. The case is now completed and is ready to be sent to the federal Minister in charge of the Scientific Research.
Surfing on the wave, we plan to initiate in a near future a national contact group in neutron and synchrotron X-Ray scattering.
Czechoslovakia (Paul Mikula)
Paying for neutrons.
Access programme has developed very successfully.
Neutron community is part of the Crystallographic association.
31 March neutron diffraction. September Symposium.

New meeting in collaboration with the Swedish Neutron Scattering Society,
Strategic Research council studying the case of the large facilities. Participation in Strategic Innovations platforms. How to be involved in ILL in the future.

LLB good news!
Annual meeting will take place in Anglet. Two parts: School devoted to polarized neutrons:
Polarised Neutrons for Material and Life Science
Communication on neutrons 2005 "anee Mondial de la Physique". Exposition with 50 posters to be circulated by the Universities. Specific Conferences at the Universities.
To promote neutrons we need users from regional universities. Promotion of neutron in the university and with the regional governments.

Facilities:FRM II produce first neutrons march 2004. Call for proposal: overbooking!.
14 Instruments are operational. Licensing is not finished.
Starting is delayed. Expected neutrons in April.
Four reactors in Germany: Munich, Jülich, Berlin, GKSS.
Jülich Center for Neutron Science will be created. (ILL instruments, 7 instruments will be moved to the Munich reactor, build spin-echo instrument at SNS.
HMI has build the second guide hall. Instrument will be located.
KFN: roadmap has been distributed. Is now being updated. Will include strategic recommendations and review the science case for neutrons in Germany.
Annual meeting Dresden- September.
October new members for the general committee.
Next week: symposium dedicate to all the application of neutrons.

Revitalizing the community.
Meeting. Forum on the ESS situation. Hungary Academia of Science is preparing a Roadmap. This is very important for the national planning. If ESS is not build in Hungary the facilities will be enlarged. Regular training schools: Central European Training School on Neutron Scattering
