The minutes were approved with the addition on point 5.1, ISIS, where ‘Phase 2 instruments’ should be replaced with ‘Proposal for phase 2 instruments’.
Follow up:
Database with thesis reports. Thesis reports relevant to neutron scattering cannot generally be published in a common database. But abstracts should most likely be available for a database on the ENSA homepage, and links to reports can be included whenever available.

Report of the Chairman
Hannu Mutka has participated in the LLB 25 years celebration, where important authorities (CEA, CNRS) also attended. LLB has commitment to operate the reactor more effectively.
Hannu Mutka attended the French Crystallographic Association Conference, where he presented a talk on 'Neutron infrastructures in Europe, today and tomorrow' .
He was invited to the Spanish Neutron Scattering Society meeting where he gave talk on the European neutron landscape.
ISE – Initiative for Science in Europe
Hannu Mutka and Peter Allenspach have participated in the ISE meetings.
ISE works for successful start of the European Research Council. It seems that EU-FP7 will guarantee 7.5 billion Euros to ERC. ISE has moreover discussed Young Scientists and possibilities for formal tenure track positions in Europe like in the US system.
ISE is looking for a new president. ISE has presently an annual budget of the order of 200000 Euro/year, used partly to one secretary.

4. ENSA actions

Report on smaller facilities
Presentation of the Discussion document on the Actions by ENSA for the integration of the European Neutron Sources. The document propose that ENSA should facilitate the collaboration of all sources within Europe: small national and large international facilities. NMI3 the national facilities are not so well involved. ENSA may be another channel to improve this connexion. "...the lack of large number of neutron users in several European countries makes it difficult to achieve a clear common European policy on neutron research". The experience of ILL: as soon as a country joint the ILL facility catalyze the use of neutrons increasing the number of users. It is a document for the discussion in the ENSA meeting. |
5. Follow-up of the ENSA survey

ENSA survey
The survey has already been discussed in the last three ENSA meetings, the last together with ESF to discuss the document. . A First Draft version of the Introduction to the survey 2005 is presented. It include a geographic presentation of the present neutron sources, discuss the need for a new European facility and gives a synoptically explanation. It is no definitive. It should also be mentioned that the survey was done while both the Studsvik and the FZJ reactors were running.
A lot of work should be done until the document would be ready for publication.
The approval on the concept is requested. Details have to be reviewed.
--> ACTION: The chairman will send this draft version to the delegates who should give their comments within three weeks. The introduction will thereafter be finished by the ENSA executive board and ESF representative.
Publication of the survey by ESF:
The Electronic version will be on the Neutron portal and on the ESF pages.
Distribution: Distribute in the name of ENSA to other science association and distribution from the national delegates.

The second announcment and the poster of the ECNS 2007 are presented.
--> ACTION: The organizers will send the material to all the ENSA members that should circulate this information.
The scientific programme will consist of Plenary Lectures, Parallel sessions of lectures on various specific themes and poster sessions. Appropriate full papers presented at the conference will be published in special issues of Journal of Physics Condensed Matter and Measurement Science and Technology.

6.3. Lewy-Bertaut prize

The idea comes out after the colloquium memorial of Lewy-Bertaut held in May at Grenoble. ENSA and the European Crystallography Association proposed to create a prize for young researchers (below 40 or 35). The distribution will be in the ECNS and European Crystallography Association meeting. The committee will be set up by both bodies.
NMI3 will finance the first prize.
This First prize will be distributed in Lund. The winners will do a presentation in the ECNS meeting.
The prize is 2000 Euros.
Call for prize-winners will be send out soon. It is discussed if people may apply for themselves just with referees.
It is not restricted to the crystallography methods. It is open to neutrons.

The Old research Reactor FRJ-2 operated for 42 years and it has been shut down permanently second of May 2006.
JCNS, the Jülich Centre for Neutron Science, will continue research in neutron science. It is based in Munich, in ILL, outstation in SNS.
... at SNS
28 April 2006 a new neutron went online: SNS JCNS will build and operate a spin echo spectrometer at SNS.
...at the FRM-II reactor in Munich, FZJ will operate eight scattering instruments with its own team: 32 FZJ employers on site. Office laboratory building is currently under construction. Currently transferring instruments to Munich or building news. Most of the instruments should be in operation at the end of 2006.
... at ILL, in Grenoble, FZJ operates the instruments, IN12, IN22 and D23.

An application for license to run the JEEP-II reactor the next period is now being finalised. This concerns the 10-year period after 2008.
Greek Research Reactor GRR-1Konstantina Mergia _______________________________________________________
The Greek research reactor is going to operate with a new core using only Low Enrichment Uranium and this is expected before the end of 2006. Renovation work of the reactor facilities has been carried out during the last year and building renewal is planned for next year. A time-of-flight reflectometer i under commissioning and a SANS and USANS instruments are under construction.
As an observer from the Greek neutron scattering community: A neutron Association which will include all the Greek scientists using neutrons for research and technological applications is underway. Contacts have been made with the Greek Crystalloghraphic Association in order to attract crystallographers in using neutrons and an invited talk on neutron scattering techniques has been presented in their September 2006 meeting.

ESFRI: list of opportunities.
News on the ESFRI Website: "On 19 October 2006 a press conference will be organised to launch the first European roadmap for new large-scale Research Infrastructures. It will be the result of two years of intensive work. It is the intention of ESFRI to update the document on an annual basis to allow it to be improved and integrate new ideas where and when appropriate"
ENSA represents Europe in the ESS Initiative. ENSA should go to ESSI meeting with an opinion.
The European Spallation Source Initiative has decided that the ESS should initially be a 5 MW LP facility, upgradeable to more instruments, more power and more target stations. ESFRI has endorsed this choice. ENSA is following the ESSI initiative and produced a letter to support ESS. In this letter ENSA expressed its position: a single long pulse large station (upgradeable).
People did not know exactly "which" ESSI meetings, "where" and "for what" had been held up to now around ESSI: the instrument workshop, the planned meetings...
--> ACTION: It was agree that the ENSA chairman will circulate the next call for ESSI meetings between the national delegates.
Next ESSI meetings: Monday 16th October, Bilbao -Technical meeting to discuss upgradeability / Tuesday meeting - ESSI discussion. ENSA will be represented by three delegates at the ESS-I meeting in Bilbao, where the ENSA opinion on targeting a single 5MW LP source will be expressed

Czechoslovakia (Paul Mikula)
Two workshops of Czech and Slovak Crystallographic Association organized in Bratislava (May 18th, 2006, related to crystal structure studies in biology and organic compounds) and in Prague (May 29th, 2006, related to area position sensitive detectors for X-ray and neutron radiation).

Denmark (Kell Mortensen)
The annual meeting of the Danish Neutron Scattering Community (DANSSK) was a good meeting. It took place in Odense, 16-17 May 2006 with the Danish X-Ray and Crystallography groups. The 2008 annual meeting will be joint with the ECNS-2007 conference. Denmark (the science council and the neutron scattering society) is presently discussion possible future membership with ILL in terms of consortium with Sweden and Norway.
DANSSK is involved in the local organization of the ECNS-2007 conference and in the ESS Scandinavian project together with the Norwegian and the Swedish Neutron Scattering Association.
France (Hannu Mutka)
SFN council meetings have been held 14/06/06 (Saclay), 12/09/06 (Grenoble).
The French neutron meeting 14èmes Journées de la Diffusion Neutronique" was held at Murol 13-19/05/06. It was organised by Daniel Avignant and Malika El-Ghozzi from Clermont-Ferrand. The school on ‘Surfaces and Interfaces, Confinement’ was organised by G. Chaboussant and A. Brûlet (LLB). SFN thesis prize was allocated to Stéphane Pailhès, on his work concerning magnetic excitations in cuprate superconductors. At the occasion of the JDN the General Assembly meeting was held, with renewal of part of the council. Fabrice Cousin (LLB) and Stephane Rols (ILL) were elected as a new council members, Annie Brûlet and Hannu Mutka left the council.
In May a colloquium was organised in honour of the late Erwin-Felix Levy-Bertaut who had an active career in the neutron field in France and Europe. The creation of prize bearing his name, distributed jointly by ENSA and ECA (European Crystallography Association) was announce d at this occasion.
The ‘Laboratoire Léon Brillouin’ and the Orphée reactor had a 25 year celebration in June. The outlook of LLB is very positive for The French user community with the return to normal situation of the national source, with 180 d operation in 2006.
SFN (and ENSA) intervened at the French Crystallography Association Colloqium in Toulouse in July. The presentation concerned the perspectives on new generation neutron sources in Europe and worldwide. This was done in conjunction with the status report from the Soleil synchrotron that went on-line in earlier this year.
SFN is one of the organiser societies of the ‘Matériaux 2006’ conference to be held in Dijon 13-17/11/06. SFN is involved in several themes, especially as the organiser of the meeting one on ‘Magnetic materials and their applications’ (responsible O. Isnard ).
The JDN15 and the neutron school of 2007 are foreseen for May 10-16, in Carcans-Maubuisson, in the Gironde region with a school on the theme ‘Structural Studies by neutron diffraction, from basics to recent advances’, The JDN organisers are Michaël Josse, Arnaud Desmedt and François Guillaume (Bordeaux). Olivier Isnard, Marie-Hélène Lémée-Cailleu and François Bourée-Vigneron are the responsibles for the school.
SFN is continuing actions in association in the framework of the ‘Itinerant Neutron Chair’, poster presentation of neutrons and scientific themes, introductory talks at several faculties.
In order to keep contact with the members and to provide a written the publication of ‘Les Echos de la SFN’ has started. This is a brief information sheet on recent news, the third issue is to appear in October and will be distributed to the ENSA delegates.
Germany (Helmut Schober)
The most important event for the German Community was the German Conference for Research with Synchrotron Radiation, Neutrons and Ion Beams at Large Facilities SNI2006 that took place in Hamburg from October 4 to 6. The conference brought together 520 scientists from 150 institutions working with neutrons, synchrotron radiation or ionic probes. The organization was carried out jointly by GKSS and DESY.
The Wolfram Prandl prize was attributed in equal parts to Oliver Stockert from the MPI Dresden for his neutron work on correlated electrons and to Thomas Keller from the MPI in Stuttgart for his contributions to high-resolution neutron instrumentation.
The German ministry for Research BMBF has launched a new round of the Verbundforschung. The Verbundforschung is an important tool for financing instrument projects.
Natonal neutron sources are going strong with various upgrade projects under way.
JCNS, the Jülich Center for Neutron Scattering is in the process of transferring instruments to the FRM-II.
HMI is heavily working on its long-term strategy.
GKSS is engaged in a cold-source upgrade.

Hungary (Laszlo Rosta )
On 30 August 2005 Hungary jointed ILL. The CENI Consortium (Central European Neutron Initiative), formed together with Hungary and Czech Republic for joint ILL membership, met at Prague to disscus actions and the member status of ILL.
Finance upgrades at the BCN reactor to improve the use of the facility ??. 150 m2 for new user labs and installations.
The Neutron Physics Institute enter the community providing new users.
The 4th Central European Training School on Neutron Scattering will be held. It is open for the international community.
Italy (Antonio Deriu)
Reapply proposing Venice for the next ECNS meeting 2011.
The Netherlands ( Ad van Well)
The Delft reactor is now called "IRI", Interfaculty Reactor Institute, and it is part of the NMI3 access program. the meeting of the Dutch Neutron Association will be held combined with other meetings to atract people.
Norwegian (K.D. Knudsen0
The Norwegian neutron scattering community is fairly small, but has seen a steady increase recently, largely due to an important activity in Norway on hydrogen storage materials. Rapid and regular access to the JEEP-II reactor at the institute for Energy Technology (IFE) is essential in this respect.
As usual a neutron scattering school is arranged at IFE during springtime. Next time it will be March 12-16, 2007. This is now connected to the EU networking activities within the NoE program “Inside Pores”.
The IFE Physics Department organises the biannual Geilo-School in the period April 10-20, 2007, with participants from more than 20 countries.

Spain (Javier Campo)
SETN-Report
Javier Campo, scientist of the "Instituto de Ciencia de Materiales de Aragón“, has been elected chairman of the Spanish Society of Neutron Techniques replacing to Gomez Sal. Both José Carlos Gómez-Sal (JGS) and Javier Campo (JC) attended the Taormina ENSA meeting as Spanish delegates. JCS reports on the SETN achievements during his mandate the last 4 years; news regulations and consolidation of the administrative situation of the SETN.
JGS took advantage of the meeting to present the new chairman of the SETN, JC, who will be the Spanish delegate at the ENSA during the next 4 years.
JC continued the report informing about the situation of the 2 Spanish CRG at ILL, D1B and D15. He reports that due to administrative problems the MEC (Spanish Science and Education Ministry) has not signed the D15 contract with ILL for the moment (with a delay larger than 18 months) and he anticipated the date for the signature around the 2nd week of November.
Due to these problems the Spanish community can not access to the instrument. JC also informed about the new participation of Spain at the ISIS source with a 2.5% of beam time. For the moment, the Spanish participation at that source reaches only 1 %.
The International Summer School on “Neutron Techniques in Molecular Magnetism” that was organized at Jaca (Spain) with the support of the NMI3 program and the EU network of excellence MAGMANet. 22 students (12 abroad from Spain) attend the school and 20 lecturers were invited.
Afterwards, the III Meeting of the Spanish Society of Neutron Techniques - S.E.T.N (Sociedad Española de Técnicas Neutrónicas). Técnicas Neutrónicas) took place also in Jaca. In that meeting a new governing board for the SETN was elected.
Sweden (Adrian Rennie)
The Swedish Research Council has a Committee for Infrastructure (KFI) that now deals with large facilities and many other types of infrastructure. The KFI has been preparing a 'Roadmap' of future infrastructures. This report is now under discussion. The Research Council has stated that it intends to seek members for a consortium for
future participation at the ILL beyond 2006. A discussion was held at the end of June with representatives of research councils and users from Nordic countries. This dialogue is continuing.
The KFI has had a call for proposals for instrument development projects and planning activities in the area of neutron scattering and decisions should be announced in November A number of requests for CRG operations
have been made.
The Swedish neutron scattering community has been active in research at a range of facilities. There is also a group that is active in promoting ESS and particularly the ESS-S proposal. The Swedish Neutron Scattering Society has also been active with Scandinavian partners in planning the organisation of ECNS-2007.

5th PSI Summer School on Condensed Matter Research: 'Neutron, X-ray and Muon studies of nano scale structures'.
The SGN annual assembly 2006 was held at PSI on May 10, at the end of the 8th SINQ Users' Meeting.

On the 21st of August 2006 the PSI neutron user program started after an extended shut down, in which a new liquid metal target, the MEGAPIE target, was installed. PSI is thereby the first facility World-wide to operate in user mode with a high power liquid metal target. More information

The government announced the decision to create the ‘large-facility council’ (LFC) by merging CCLRC with PPARC (Particle Physics and Astronomy Research Council). Information on the PPARC release and on ISIS website/section news
It joint together the large research facilities: neutron, laser, particle physics, telescopes – big budget!.
The LFC will be able to decide the UK participation in European projects without present the proposal to each one of the Research Council.

9.1 Election of the chairman and secretary
9.1 Election of the chairman and secretary
There were no nominated candidates for the executive board. It was discussed how to strengthen the board and making ENSA more visible in the political science environment of Europe. It was discussed to extend the chair for three years rather than the present ‘normal’ two year period, and it was discussed whether the chairman might be selected among neutron scientists outside the group of ENSA delegate.
It was decided the next ENSA meeting in February 2007 should focus on ENSA strategies.
All delegates have to think and consult their societies about following issues:
- ENSA strategy as a whole
- election of board
-"parliamentary" representation of the national societies by their delegate
Working groups will discuss:
- Finances: Keith (chair), Javier, Laszlo, Peter
- Small facilities: Konstantina (chair), Kenneth, Helmut S., Ion
- Young scientists: Hannu (chair), Pavol, Antonio, Ad
- Communication: Adrien (chair), Kell, Peter
Short reports and proposals of the working groups (see 8.1) should be sent to Peter Allenspach by the chairs until January 25.
9.2 Founding decision.
The new status for the Walter Hälg prize was approved.
It was agreed to support to joint ECA/ENSA initiative for a Levy-Bertaut Prize to young researchers within structural sciences.
9.3 Acceptance of statutes.
The statues were basically approved, but some inconsistency remained between the German and the English versions. The German version is the legal document. A group of Peter, Helmut, Adrien and Uschi will work the translation to English. The two versions will be send out to National Societies for final improvement.
9.4 Election of board and auditors.
Peter Allenspach was elected as the new chair.
Hannu Mutka ‘continues’ as vice-chair and Kell Mortensen as secretary until the ENSA meeting in June, 2007. ENSA delegates should until then consider candidates for the two post in the executive board
Antonio Deriu and Laszlo Rosta were elected as auditors.
