The Council appointed a Scientific Advisory Committee of not more than sixteen members who needed not come from the parties
The Council decided on the basis of a proposal of the chairperson of the SAC who took into account a balanced representation of the spectrum of disciplines and who consulted informally ENSA. The SAC advised the Council on all science aspects of the ESS, and in particular in relation to the design activities before the Council as part of the layout of the ESS accepted them. It advised on the relations with the scientific community. It was responsible for generating the enlarged science case for the ESS.
