With appropriate cabinet resolutions the states of Saxony and Saxony-Anhalt among the federal states of eastern Germany jointly proposed a site between the cities of Halle and Leipzig for the host of ESS. Within the Halle-Leipzig region a highly favourable location with a size of approx. 110 ha and corresponding to the site requirements for the building of the ESS was found. The site fulfilled all the high criterions of the ESS questionnaire. Besides the technical and traffic-infrastructural suitability of the site, especially the scientific surrounding, the economic background and the social and cultural environment, which attracts international guest scientists, were guaranteed.
The new federal states of Germany supported the future project for the establishment of the ESS. This institution of European research infrastructure to be realised within a European frame would give a high signal sign to the innovation site of the federal states of eastern Germany as well as to the Central and Eastern countries, which will join the European Community.
Scientists and politicians of the region, the federal states of eastern Germany and Berlin taking into consideration scientific and structural political aspects, supported the site-bid of the Halle-Leipzig region. From the real beginning, important companies of the region were involved into the intense co-ordination process for the application of the Halle-Leipzig region, to be realised within a very short period. As a result, a high level of regional acceptance was achieved already within the application time period. Thus, the application of the federal states of eastern Germany with the Halle-Leipzig region was based on alliance of economy, science and politics.
Statement by the Saxony and Saxony-Anhalt Consortium:
“The states of Saxony and Saxony-Anhalt provide this traffic-infrastructurally international connected and technical prepared site for the establishment for the ESS. Especially the scientific surrounding, the economic background and the social and cultural environment, which attracts international guest scientist, will be guaranteed. The cabinet resolutions of the State of Saxony-Anhalt and the attitude of the State of Saxony for financial support of both states to the provision of land and the building of the ESS amounts to 100 millions Euros. Both states would further on support the annual operation cost of the ESS by 5 % (approx. 7,5 million Euros), as it is also documented within the resolutions. ”
